Britain and France to Deploy Military Personnel to the Country if a Peace Agreement is Finalized

The British and French governments have formalized a declaration of intent concerning the positioning of troops in the nation in the event a peace deal be struck with Moscow, the UK Prime Minister, Keir Starmer, has declared.

After discussions with Ukraine's allies in the French capital, he noted that the two nations would "set up operational bases in various parts of Ukraine and erect protected installations for weapons and defense matériel" to prevent any potential incursion.

The allied nations also suggested that the America would assume leadership in overseeing a ceasefire.

The Kremlin has consistently warned that any external forces in Ukraine would be considered a "legitimate target", but has as yet not issued a statement on this new development.

The Situation and Continuing Conflict

Russian President Vladimir Putin launched a major offensive of Ukraine in the start of last year, and Russia currently occupies roughly 20% of the country's land.

"This is a vital part of our vow to support Ukraine for the duration," commented the British leader.

National leaders and high-ranking officials from the "Allied Coalition" participated in the recent discussions.

He stated at a joint press conference, Starmer added: "It paves the way for the operational parameters under which allied and coalition forces could work on Ukrainian soil, securing Ukraine's airspace and waters, and rebuilding Ukraine's armed forces for the future."

The PM also stated that the UK would be involved in any Washington-directed confirmation of a possible truce.

Defense Assurances and Diplomatic Positions

Senior American diplomat Steve Witkoff remarked that "long-term safety pledges and strong reconstruction vows are vital to a lasting peace" in Ukraine – mentioning a central requirement made by Kyiv.

Witkoff indicated the allies had "substantially agreed on" their work on finalizing such guarantees "to ensure the citizens of Ukraine know that when this war ends, it ends for good."

The former US envoy, ex-President Donald Trump's representative, also took part in the negotiations.

Separately, French President Emmanuel Macron said that Ukraine's allies had made "major progress" at the negotiations.

He added that "robust" defense assurances for the Ukrainian government had been agreed in the case of a possible truce.

Ukraine's leader Volodymyr Zelensky commented that a "major development" had been made in Paris, but cautioned that he would only consider efforts to be "enough" if they culminated in the conclusion of the fighting.

Recently, the Ukrainian leader indicated a peace agreement was "90% ready". Agreeing on the outstanding 10% would "decide the future of the peace, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the center of ongoing disputes for the parties involved.
  • The Russian President has repeatedly warned that Kyiv's military must withdraw from all of Ukraine's eastern Donbas or Russia will take control, refusing any compromise over how to finish the war.
  • The Ukrainian President has to date ruled out ceding any territory, but has proposed that Ukraine could pull back its forces to an mutually accepted point – but only if Russia follows suit.

Russian forces presently controls approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The pair of oblasts form the heartland of Donbas.

The original US-led multi-point proposal that was extensively reported to the media last year was viewed by Ukraine and its European allies as being disproportionately favorable in Moscow's favor.

This led to a period of focused discussions – with the involved parties trying to revise the proposal.

Last month, Kyiv presented the US an revised framework – as well as additional documents detailing potential security guarantees and provisions for Ukraine's reconstruction, Zelensky said.
