To Which Location Will a Western Manufacturing Facility That Contaminated Water Supplies Go Next? To India

The dense tropical forest and reddish-brown hills of Lote, situated along India’s west coast, lead to a small hill where a factory looms under the open sky.

The factory is almost brand new, but its machinery is far from new: it comes from the defunct Miteni factory in Vicenza, Italy. Miteni ceased operations in 2018 after among the most severe ecological controversies in the country’s recent history: after decades of producing persistent PFAS compounds, the company’s management was prosecuted for contaminating water resources in an area home to 350,000 people. In June, previous company leaders were convicted at the Vicenza court of causing environmental pollution and other charges and given prison sentences, with appeals anticipated.

Understanding PFAS: Toxicity Levels and Exposure Routes

And yet, the entire operational setup, its patents and processes – all required components to produce forever chemicals – is now located at Lote Parshuram MIDC, a vast industrial enclave thousands of miles distant, sandwiched among local communities and groves of trees. And the factory has just started to produce forever chemicals again.

A Toxic Legacy

Previously recognized for its specialism in developing processes for specialty compounds, Miteni is now infamous for the toxic legacy it left behind. In 2011, scientists found exceptionally elevated concentrations of Pfas in the plant’s wastewater. Numerous of residents had been exposed through potable water.

The most impacted were Miteni’s own workers. Ilario Ermetti, 69, who was employed for years in its specialty chemicals division, displayed among the top levels of Pfas ever recorded in blood samples. “When the story came to light, I reviewed a list of medical conditions related to Pfas, and discovered I had them all,” states Ermetti.

Elevated concentrations of PFAS in the blood are linked to increased risk of cancer, cardiovascular diseases, organ impairment, fertility issues and additional ailments. Ermetti is currently recovering from a recent surgical operation.

Public Apprehensions

Michela Piccoli, 51, a healthcare worker and activist with Mothers Against PFAS, began mobilizing after discovering her children’s blood showed high levels of forever chemicals. When she learned that Miteni’s proprietary information and equipment were being transferred to India, she was stunned.

“As mothers, as females, our concern has grown,” she said. “Because our children are the children of all.”

Corporate Transition

Following Miteni’s insolvency, its holdings were acquired in 2019 by Viva Lifesciences, a branch of the Indian chemical company Laxmi Organic Industries – the only bidder in the open sale. By the start of 2023, the complete machinery was travelling on freight ships heading to Mumbai. Meanwhile, Laxmi was promoting its recent purchase to shareholders. Transcripts of shareholders’ meetings show that Laxmi’s executives downplayed ecological worries, with its chairman, Harshvardhan Goenka, declaring that Miteni was “operating lawfully in compliance with EU regulations”.

Goenka is one of the three men on the directorate of Laxmi Organic the Italian branch, a entity established in 2021. Also included is Antonio Nardone, the final CEO of Miteni, who was found guilty of environmental pollution and financial misreporting at the June trial and sentenced to six years and four months in jail. According to a ex-supervisor speaking on condition of anonymity, Nardone was traveling for work to India prior to the company went bankrupt.

Although Laxmi bought Miteni’s properties in June 2019, the ecological review for the construction of the plant in Lote shows that in March 2018 the firm was already intending to start producing fluorochemicals matching Miteni’s offerings. Laxmi Organic Industries declined to answer inquiries.

Strategic Expansion

By 2021, Laxmi’s strategy clearly outlined the objective to “capture [the] market share of Miteni” and emerge as a top player in the production of Pfas and specialty chemicals. Shipping records show that, to secure validation on the quality of the chemicals, in 2024 Laxmi started sending out samples to companies with past business relationships with Miteni, including BASF, Chemours, DuPont and FMC.

From the beginning of 2025, Laxmi’s site in Lote Parshuram has been completely active, manufacturing substances that will be used in agrochemicals, medicines, dyes, cosmetics and other products.

Regulatory Context

Investigations demonstrate that concentrations of persistent pollutants in the environment are worryingly elevated, especially near production sites. But even though global focus is increasing, in India the matter is not yet a policy priority.

“If we look at the regulations, [Pfas] is absent in those standards. It’s not recognised by the Indian government as of today,” said Rajneesh Gautam, an environmental chemist at the academic institution. “Independent research groups across India have performed research in various regions. But this work are restricted in range, and there are still only a handful.”

Local Impact

Parineeta Dandekar, head of the regional environmental group, says the Lote Parshuram industrial district “has a poor ecological history”. After it was established in 1986, “the livelihood of fisher folk communities in this region totally deteriorated,” she said.

The industrial area is served by a shared effluent treatment facility that has been at the forefront of complaints.

“Nearby communities have consistently reported that it’s not working properly,” said Dandekar. “During power outages, a common occurrence in rural Maharashtra state, the facility cannot function and factories discharge contaminated effluent directly into the waterways.” Environmental authorities have issued multiple notices to the site in the past few years.

International Ramifications

In the EU, the regulatory agency is reviewing a proposal to prohibit the production, import and utilization of more than 10,000 persistent compounds. This attention may be pushing the industry to the developing nations, per Claudia Marcolungo, a professor of environmental law at the academic institution. “I believe that this matter should be investigated, because the fact that Miteni’s production, patents and equipment have been relocated to a country like India should prompt consideration, at the very least, on the influence that these global corporations have to relocate in countries where there is evidently a lowering of standards in terms of environmental protection.”

Persistent Threats

Miteni has shut down, but the company’s toxic legacy lives on – at the contaminated site in Vicenza, and in Lote. The health impacts linked to PFAS manufacturing are likely to affect communities that are facing an unsafe environment for generations.

“That region has seen enough environmental destruction by now,” says Dandekar. “If more dangerous companies establish presence, it’s perpetually concerning.”
